The E-Gov Act requires agencies to support many cross-agency E-Government initiatives. These initiatives consolidate duplicative services and operations, save taxpayer money and time, and allow for easier interaction with Government agencies.
Electronic forms technology plays a critical role in E-Government. A federal E-Gov task force (created by the Small Business Paperwork Relief Act) recommends that all agencies
develop “smart” electronic forms, stating: "Government forms should be electronically fill-able, file-able, and signable and a model of 'user friendliness' and efficiency."
To assist agencies in creating and publishing electronic forms, GSA licensed Formatta Designer and Filler on a government-wide basis as part of the Business Gateway E-Gov initiative.
Agencies can obtain licensed versions of Formatta Designer to create and publish e-forms by submitting a license request form. In addition, there is no charge to distribute e-forms internally or to the general public.

Electronic Information Collection
Electronic information collection systems can help minimize the Federal paperwork burden on the public, minimize the cost of its information activities, and maximize the usefulness of government information.
However, agencies must also consider the significant legislative and legal requirements in order to collect information electronically, including privacy, security, signing, processing and archiving.
